Berlin summit seeks to stop latest round of fighting turning country into ‘a second Syria’

An international force, possibly including British and other European troops, is being considered to monitor a proposed Libyan ceasefire and possibly enforce an arms embargo after an international conference in Berlin designed to bring an end to the fighting between the two warring sides.

The presidents of Russia, Turkey and France joined other global leaders at the talks hosted by the German chancellor, Angela Merkel, and held under the auspices of the UN. The summit’s main goal is to get foreign powers wielding influence in the region to stop interfering in the war – be it through weapons, troops or financing.

Libya’s eastern strongman General Khalifa Haftar has left Moscow without signing a ceasefire agreement to end nine months of fighting in the country.

On Monday evening, the warlord asked for more time to look over the agreement already signed by Fayez al-Sarraj, the head of the UN-recognised government. But Haftar left the Russian capital without signing, said Russia’s foreign ministry spokeswoman Maria Zakharova on Tuesday.

Summit will bring together two sides in civil war and confirms Russia’s increasing influence

Vladimir Putin has pulled off a significant diplomatic coup by arranging a mini-summit in Moscow between the two sides in Libya’s long-running civil war.

It is not clear whether Field Marshal Khalifa Haftar, the leader of the Libyan National Army forces in the east, and Fayez al-Sarraj, the leader of the UN-recognised government in Tripoli, will meet, but the presence of the two sides in the Russian capital is a confirmation of Russia’s increasingly important role in Libya.
